FY 2007 IPPS hospital final rule published

QualityNet posted to their website an announcement that the final rules associated with the requirements for the FY2007 APU had been published.

The announcement stated, “Regulation No. CMS-1488-F, “Changes to the Hospital Inpatient Prospective Payment Systems and Fiscal Year 2007 Rates,” was published in the August 1 Federal Register.” The final rule can be viewed and downloaded from IPPS Regulations and Notices section of the CMS website at www.cms.hhs.gov. According to this final rule, hospital will be required submit not only the 10 starter set quality measures that they submitted for the Annual Payment Update for FY2006 but will be required to expand the submission of data to include additional measures for the AMI, HF, and PN sets and to add the Surgical Care Improvement Project (SCIP) set. All 21 measures (8-AMI, 4-HF, 7-PN, and 2-SIP) that will be required are those endorsed by the National Quality Forum (NQF) and are common to CMS and the JCAHO Core Measure Sets. This new requirement will begin with patient discharges of July 1, 2006 (third quarter 2006). This deadline for submitting this data to the QIO Clinical Data Warehouse is February 15, 2007.

All hospitals must complete the revised Reporting Hospital Quality Data for Annual Payment Update (RHQDAPU) Notice of Participation form, The form can be found on the QualityNet website at www.qualitynet.org. The hospital’s CEO must sign the form and it must be received by the QIO no later than Tuesday, August 15, 2006.
